The proposed expansion of large-scale dairy operations—such as the Riverview LLP project in Minnesota—has reignited a national conversation about the future of American agriculture.


At the Veterans & Young Farmers Alliance (VYFA), we believe this moment is not about rejecting progress. It is about defining it correctly.


We stand with rural communities, environmental advocates, and family farmers who are raising serious concerns about unchecked mega-dairy expansion. But more importantly, we are advancing a solution framework designed to replace reactive debate with proactive standards:


The National Farm Readiness & Modernization Standard (NFRMS)

This standard is central to our mission. It defines what responsible, sustainable, and future-ready agriculture should look like in the United States—before farms expand, consolidate, or scale beyond their environmental and community capacity.


The Minnesota Mega-Dairy Case: Why This Debate Matters

The proposed expansion of West River Dairy in Minnesota would increase herd size to nearly 19,000 cows, requiring:

  • Massive manure storage systems

  • Tens of thousands of acres for nutrient application

  • Complex groundwater and surface water protections

  • Continuous regulatory oversight from state agencies

While engineered systems are part of the proposal, the scale raises a fundamental question:

At what point does concentration itself become a risk factor that regulation alone cannot fully mitigate?

This is not just an environmental issue—it is a structural agricultural issue.


Where Manure Systems Become a System-Wide Risk Indicator

Manure management is often treated as a technical detail in permitting conversations. In reality, it is the backbone of dairy environmental impact.

In family farms:

  • Manure is locally managed

VYFA’s position is not simply to critique this system—but to replace fragmentation with a unified national standard that supports responsible growth.

The National Farm Readiness & Modernization Standard (NFRMS) is built on four core pillars:

1. Environmental Readiness Thresholds

Before any expansion or large-scale operation approval, farms must demonstrate:

  • Verified manure containment capacity under extreme weather scenarios

  • Nutrient application balance based on regional land availability

  • Groundwater and surface water protection safeguards beyond baseline compliance

2. Infrastructure Modernization Requirements

Rather than allowing outdated systems to persist or encouraging unchecked expansion, NFRMS prioritizes:

  • Upgraded manure handling systems (covered storage, separation, digestion)

  • Water protection engineering appropriate to herd size

  • Climate-resilient farm infrastructure planning

3. Economic Sustainability Protections

No expansion should be approved without considering:

  • Local and regional farm impact assessments

  • Market concentration effects

  • Protections against displacement of small and mid-sized dairies

4. Farm Scale Responsibility Matching

Growth must align with:

  • Environmental carrying limits of the region

2. Rural economies depend on distributed ownership

Family farms reinvest locally and stabilize rural communities in ways consolidated systems cannot replicate.

Instead of replacing legacy farms with mega-operations, we advocate for strengthening existing farms through:

A 100–300 cow dairy can be environmentally responsible, economically viable, and community-stabilizing when properly supported.

The question before us is not simply whether mega-dairies can be permitted.

It is whether American agriculture will continue drifting toward consolidation—or whether we will define standards that preserve both innovation and independence.

The National Farm Readiness & Modernization Standard offers a path forward:
